Done this with a propylene torch before, hot rod definitely the way to go
So its NOT a welding process you never melted the bumper itself

Did this years ago loved building cars and finding ways to mend myself but a good tool
There is an important step that isn't done here! Sure you are melting wire in and sure there's melting a adhesive but that crack will keep traveling if you don't drill the ends of the Crack.
