It doesn't look like the beam of the stabiliser was deployed on the side nearest the camera even if the leg was touching the ground (i.e. the lorry loader crane was short rigged). Maybe the operator didn't intend slewing the loaded crane to that side, but it would have been a prudent step to deploy that stabiliser fully.
