RS also known as council of states Can be traced back to the GOI Act 1919.
After independence it played a crucial role since its first meeting held in 1952. But with the beginning of 20th century or late 1990’s Its importance have been in a way of fading.
Federal structure – Because the STATE legislative assembly participate in the election process of the rajya sabha .
Moreover it also make subjects based on the state list.
With some extra ordinary power of creation of all india services ART312
But there has been some faults in the near past and current situation:-
A) majority in the LS This finally lead to bypassing of some bills in the RS. Declaring the bill as money bill . Eg aadhar
B) celebrity entry— Some members are elected as per their popularity and some are being awarded by the govt as a member in RS Their contribution can be considered as negligible and least.
C) amount of debate has been significantly low
The debate that was just after the independence was quite productive and there were examples of joint meeting and cancellations of bill too. But in the recent past we can see There is a very little scope over that point.
Way forward- RS members should be elected based upon their productivity and the other 12 members that are directly nominated by president of india Should have a least or a connection with the social background Rather than just giving upon their professional service.

Thank you a lot sir.. 1.Rajya Sabha is consistently loosing it radical roots that were determined for a great platform for aound and constructive debates and discussions. 2.A considerable number of members of Rajya Sabha are celebs who are regularly missing the important meetings in regard to their other advertising jobs,which now suggests a needs to be considered for their membership. 3.Money bill is a strong tool which is usually used to ignore and avoid Rajya Sabha. A constructive and influential tool needs to be thought /generated and to be made use of.

Introduction- in our country patriarchy system,,Most of male dominate in our society,,so usually women suffer many problems Due to Covid-19 women face a lot of problems as like Main problem due to lock down, Domestic violence,, cases increased 25% to 300% Sexual exploitation & Gender based violence increases Women & girls also handle most of responsibilities for holding society together,,in home Due to lock down all members in home all time so increases house work & responsibilities for women & girls for elderly care Male feel dominant himself so Don't help in home work Sometimes early marriage & force fully marriage also In Covid -19 Pregnant women can't got to hospital for check up & also many deliver at the home without doctor & other facilities

Significance of rajya subha as the federal chamber of indian democracy can be critically analyzed through these point below. 1.council of state institutions the sharing of power between centre and state under federal structure. 2. Celebrate who are the member of rajya subha dont show their serious ness and contribution in rajya subha working. 3. Under current govt leadership BJP has demonstrated the all type of deliberation in rajya sabha even in loksabha as well. 4. There is not proper discussion and debates in rajya sabha sessions. 5. Govt has passed the any bill by passing the rajya sabha by showing the procedure like money bill.
