significance: * Rajya sabha is a the permanent house of the parliament. * Rajya sabha is also known as the upper house of the parliament/council of states. * Rajya sabha cannot be dissolved and the members have a term of 6 years, for every 2 years 1/3 rd members are retired * the presiding office of the Rajya sabha is vice president/chairman * the members of the Rajya sabha are elected by the the members of the state legislative members. * creation of the services is done by the Rajya sabha. * As the Rajya sabha represent the states the bill which is used to amended or passed which in the concurrent list are introduced in the Rajya sabha. * Rajya sabha has its own importance and constitutional bill should also be passed in the Rajya sabha also 2/3 majaority. * In the Rajya sabha any bill can have a better scrutiny and can have power to delay the time to pass the bill. * If a bill is introduced in the Rajya sabha the it can make a better suggestion about the bill and can send it to lok sabha for reconsideration but for a money bill it does not have any power to stop or send for reconsideration to the lok sabha. conclusion: for better scrutiny or better examining of the bill the Rajya Sabha plays a key role in the democracy

Q2 : During covid 19 pandemic women and girls are vulnerable to one more hidden pandemic call "domestic violence".
Recently, In Tamilnadu, 2963 cases recorded regarding Domestic violence.
According to some research searches about domestic violence increased,which shows increased level of domestic homicides.
Several reasons are responsible for it ,generaly they are : early marriage,early pragnancy, and lack of health assistance,increasing number of unemployment and unavilability of liqour.
Following steps are required to provide protection to women during pandemic.
1)health assistance because = Weak Health system = high vulnerablity among women and strong H system= low vulnerablity. 2) financial assistance throgh :SHGs,MSMEs etc. 3) inclusion of care economy in the counting of GDP would be beneficial for women empowerment and the growth of indian economy.
As pandemic has spread unprecendted situation in the world it required unprecedented reforms in laws regarding women protection and implemented effectively.

Good morning sir *Significance of RS as federal chamber of indian democracy :- – rajya sabha also known as council of states. -article 249 which says RAJYA SABHA can make a law regarding state list by requesting parliament. – article 312 gives special power to make a any new all india services to RAJYA SABHA. – and the beauty is to maintain the federal structure , and being unbiased to rajya sabha member chairman is of RS is ex officio chairman which vice president of india. -RAJYA SABHA 12 members are nominated by president from various field. -though RS have some less power with respect to LS but there presence discussion and recommendation give surety of bills which is passed. * Critics :- our honourable vice president sir venkaih naidu sir noticed some major problem which now a days RAJYA SABHA facing : * No proper attendance . * Bcoz of that no proper discussion. * Why no attendance ?? Bcoz you will see many celebrity faces in the house , they are busy with there other so called interviews. * Growing no. Of legislatures with criminal records. * No proper representation of women's in the house. * And majority government which don't make happen a proper and wealthy discussion.
