It sounds like schizophrenia. My sister has it she sounded just like that before she was diagnosed. She's 40 now she was 16 when she was diagnosed trust me I would never forget that.
That audio was spooky as hell. She's what you call a manic depressive. A friend of mines son acts just like that, and he was diagnosed as a manic depressive. (Hope I'm saying that right). He's close to her age and the doctor said as he gets older he will get better, but also with medication and counseling.
