Can you hold up traffic to do a three-point turn?

In the ACT, a three-point turn cannot be done on any single or double broken line roads, and while there are no specific penalties for three-point turns, drivers performing unsafe manoeuvres can be charged with negligent driving or obstruction of traffic.
