Here's a technique that works great: start with wet/dry sandpaper at 400 grit. Spray headlight with water and sand surface, making sure to add water during sanding. Then use 600 grit, followed by 800 grit, then buff with a mix of water and baking soda. Dry, then mask off area around headlight and apply 3 coats of UV clear gloss lacquer. I used Rust-Oleum. The key is the use of a UV protected spray. I used this process on my 2000 Tacoma over 2 years ago and they still look great! Fading and yellowing is caused by UV radiation. I'll say it again, use a UV resistant spray for like new protection!

I've always used OFF bug spray to clean my plastic headlights. Seems to work well.
