Yup. Had this same issue on my Tacoma. Had to get my buddy who is way stronger than me to help crank the filter housing off. I was not happy. Swapped it for a Jowett Performance housing and dealerships aren't touching it again. I hate mechanic work, but I'd rather do it myself than have them do it. At least I care about my rig.
Maybe your just weak
I work at a Toyota dealer, actually! For a short while we had a newbie tech on the team, and he actually ended up tightening the oil filter so tight once that it cracked and caused a massive oil leak. We don't often have comebacks, but most of the time it's from quick lube. I'm not sure as a percentage basis, though, as we tend to have about 70 cars in lube and only about 30 or so in main shop stuff per day, but I seldom see comebacks for mainshop repairs and such. Our XM manager though is fantastic, as hard as he may be sometimes. Keeps those guys in line quite well

The Chrysler dealership in Southgate Mi . kept putting my McGuard wheel locks on with an impact driver . I couldn't change the tire on the road . Flatbed tow truck to the dealership every time . And then they would do it again . We ended up in a shouting match over this and they pushed my Voyager that I bought from them out of the building .
What's the most frustrating part of this is that the threads are now functionally ruined for life.
You will never be able to use the stock torque again.
This permanently changes the threads by applying this much force to them by bending them. So now you will have to over torque the bolt if you want a proper seal.
When you change your own oil, you always know who was the last azzhole in there.
This is a common problem and thus why I don't let anyone touch my car. A friend of mine had his lug nuts on so tight, that my 150 ft-lb impact driver could not remove it. Spec is 89 ft-lb… And you know those bolts where not torqued evenly, so he'll have some warped rotors to boot. Most people will never know, but they are literally damaging the car by doing this.
