In general, I disagree with the law… I think that if you are outside of any city limits then the law should not apply. I get it that many people do not want to be woken up at 1am by the sound of the neighbor using an impact wrench to press out ball joints, and they do not want junk car cluttering up the neighborhood (e.g. someone buying multiple beater project cars and storing them on the street), and they do not want unlicensed businesses with excess quantities of automotive fluids. I would re-write the code to say [1] resident must own vehicle being worked on (prevent unlicensed businesses), [2] any outdoor repair cannot render a vehicle unmovable longer than one business day (enough time for a flat tire on Saturday night to be taken in on Monday), [3] all other repairs must be done inside a garage that has a working garage door [4] automotive fluids must be secured, properly disposed, and not left outside [5] noise may not exceed 75db after 10pm (or other curfew time) and at all other times noise may not exceed 90db more than sixty seconds every thirty minutes when measured outdoors at the property line [6] chemical vapors (excluding exhaust) must not be noticeable at the property line (e.g. paint fumes must be managed and vented [7] all owned vehicles at the residence must be able to be stored on the resident's property on a hard surface such as in the garage or on the drive way (e.g. no yard parking, vehicle hoarding, consuming excess curb parking, snow plows able to pass, and street repair possible); additional vehicles must be stored at another facility.
