All big fueling stations are dispensers and not pumps. Fuel pumps are rare and usually found in third world countries or at a very small filling station.
A master pump for each dispenser keeps it the pressure up and the flow meter is factory calibrated and tagged much like an electric meter.
If you're not getting the full amount, someone has recalibrated it to their benefits. Most states do inspections to make sure there's been no tampering. If you know you are being cheated, report the station to the regulatory authorities.

Hey Scotty your gasoline prices are cheap compared to us in the UK, the price for gasoline/petrol here for 1gallon (4.54)litres is 7.49 pounds UK/$10.43USD with about 80% tax fuel.
Yeah i ran into a mechanic that i thought was an honest individual. He was telling me point blank to my face that my transmission fluid and oil needed to be changed while i was looking right at it. Clean pink transfluid and golden looking motor oil 🛢. I was like what is this guy talking about? Are people this dumb now a days they dont even know what used motor oil looks like? I left and told thus random old lady dont ever go to this me mechanic ever.
As we all know the best solution for a long time reliable transmission, is the manual transmission.
