Hey man I lived in citrus Heights in Sacramento County for like 25 years all through high school i used to work on my car and everybody else's cars in my driveway and never had a problem I did however get fined one Time for parking on the side yard at my house but like you said it all depends on the neighbors if your neighbors called to complain then that's when you'll have to do with it. Since then I've moved up to the hills where I have no problem working on my vehicles.
What I don't understand is why groups of people who have good lawyers are not challenging this in the courts. Because it seeks to me that the government of california is breaking the law?!

I also live in Sacramento, Ca and this is way overblown. I do maintenance on my own cars and have never been harrassed. I also go walking around my neighborhood and seen other guys working on their cars. Also have never been harrassed by the city. I'm sure that probably happens more in the nicer and rich neighborhoods where every neighbor is always nosing around in other neighbors businesses.
My neighbors are chill about my dad fixing cars but he doesn’t use his air compressor after 8pm if it super late my dad take all the parts in and waited for next day
