I'll bet our electrical grid can't handle the load either, not to mention that electricity doesn't come out of the air. (coal-burning plants)
Fossil fuels are gonna run out sooner or later, so infrastructure upgrades for electric vehicles are going to happen eventually. It's probably a good idea to be thinking about what will be required, but I don't see it as a priority as there are plenty of other more urgent problems for the new admin to deal with
