I sprayed my black car just a small area on the back then I put the clear Lacquer but it’s left white marks !!!! Not sure where I’ve gone wrong,also when I was spraying the black coat the paint starting running down the car leaving streaks

I have a question I hope somebody can answer. Why does he scuff down the whole panel? Is it to remove clearcoat? Can you just also do the same process with dish soap instead of the paste or does the paste also help remove the clear coat? I'm asking because I always see people sanding down to the bare metal with a DA sander. Thanks!
