I used to work at a Ford dealership. When Corporate brings a new vehicle to the dealerships, they are typically pre-production, which is why only a select few are allowed to drive them. It's a liability/legal thing. When they receive the production versions, they'll let you do whatever.
To be honest, many are not running, because they are missing computers. The silicon shortage, has hurt them as well as other industries.
