This is known in the dealer world as a “Market Adjustment”. Many vehicle dealers do this but it mainly occurs in large cities or with limited edition vehicles – Like the civic R. There are dealers in New York that regularly charge 30-70K over MSRP on vehicles because there is so much buying competition in the area. Never pay a market adjusted vehicle price.

Here in Arizona the emissions test is done by the state. When I lived in NY the repair station, garage does the test, a much better chance of being ripped off. Right around the state inspection station are scores of repair shops waiting to pounce on failed vehicles.
