If you're by an area or gated community where driving through such puddles in bad weather is unavoidable because of uneven concrete, call 311.
You're likely paying top dollar for where you live in those instances, so your town/city government puts you at the top of their priority list since you're likely taxed the most as well. They'll do whatever they can to fix the ground and raise it to avoid future puddling
