Vinyl padded dashboards were intended to have some give to reduce breaking your face in a crash. Before about 1960 or so, dashboards were just painted steel with some polished aluminum or stainless steel trim. So, by using plastic body filler, you have created a cosmetic repair but defeated the safety aspect of the padded dashboard.

Does anyone make a product to fill/repair the cracks that will cure with a soft foam consistency? Then a vinyl paint/covering to restore not just the cosmetics but also the function of a padded dashboard?

Just trash it and make a custom dash.

There must be a way to recondition/restore a dash to look like new. I just haven't seen it yet.

Great dash repair use a clear Matt spray that will kill the gloss not a flat clear it will not conflict with color coat. Get it at Lowe’s or Home Depot. From a painter of 45 yrs try it first just in case good luck
