It is best to make sure the battery is good 12.6 volts, otherwise this test will be a bad diagnosis

If my voltage meter is dropping suddenly to 5, and then bouncing back to 14 at random times while driving, can that be a regulator issue as well? The battery is fine. i pulled the neg connector while running, and car didnt die?
