As someone who has been working on cars in pa for 30+ years two of the mods you showed in this video are not legal in pa and as for the obd2 codes they do not always tell you what is wrong it is a starting point for figuring out what is wrong
Never install led bulbs into halogen headlights. It will have a worse light spread and can cause the headlights to melt and catch on fire. Get brighter halogens instead

You didn't mention that some vehicles require a module or resistor for replacement LED headlights. The flickering is caused by the vehicle's computer power module which is programmed for incandescent bulbs, not LEDs. Some replacement LEDs include this, some don't.
