    You need to get the body filler into the panel filling into the back and not use the fibre glass mat, your covering the outside but the rusty metal is still exposed in the back of the repair panel water and air will create more rust and your repair will rust around your bondo in a few months compress body filler into the inside of the panel creating a blockage bigger than the outside repair that will make the repair last and it will stop air and water getting at the inside exposed metal, but as a quick repair it's OK to get a minor amount of rust through an inspection or the MOT TEST here in the uk.
