    There are lots of steel underground fuel tanks in the USA. There never was a mandate requiring all tanks to be replaced. All underground fuel tanks installed after 10/1/2008 must be double walled and are thus usually either fiberglass or have a steel inner layer and a fiberglass outer layer.
