I got a little nostalgic when you popped up a pic of a pair of channel locks on a steering shaft. When I was a kid, my older brother did that with our old Ford station wagon when something broke on the steering wheel. I remember going on a ride with him to dairy queen, so it seemed to work fairly well, at least on a short local trip.
