GET THE MAN A FREE FRAME TOYOTA!
You have identified the main problem with Toyota. Imagine you vehicle having a recall to have the frame replaced. The quality of the steel frame is crap. My friend had the same problem.
If every viewer who watched this video in the first hour it was posted, chipped in $1 dollar this Vet could have a brand new Toyota. I’m sure we can make it happen.
If you have a rusty DeLorean, use Ospho to convert the stainless steel from its "active" (rusty) state to its "passive" (shiny) state. The rust comes from the surface being deprived of oxygen by road tar and other contaminates, or a scratch that has not been "passivated". Just buffing the stainless is going to promote rust because it's residue is cutting off the oxygen. It doesn't necessarily mean it's cheap stainless, only that it needs its surface super cleaned by acid so it can gather the chromium to the surface. It's the same thing as electropolishing except without induced current, just slower. It is pretty much impossible to leave it on too long, try scrubbing the ss with a fine 3M pad wetted w/Ospho on successive days, lightly. Wash with fresh water. Don't let ospho touch different metals on the car at the same time (makes a battery). Don't let Ospho get on your driveway but it's great for the lawn (phosphorous is our friend, it helps things grow! lol). Finally, even tho it's an ingredient in root beer, Don't Chug It.
After you Passivate your delorean, it will not necessarily go Active again just because you wana wax it. But BUFFING the rust away witthout an Ospho follow-up will only make it come back Faster. Wiping with Ospho also will wash away rust stains on chrome, and it makes a dynamite and relatively safe treatment for etching bare sanded (not anodized) aluminum if you want a BFF (Bubble Free Forever) paint job.

Not sure of the specifics but I'm a mechanic in the northeast. Anytime a toyota frame was rotted we would direct them to the dealer and they'd replace it no problem
